Public Scoping

The PUD and Forest Service conducted public scoping for the Methow Transmission Project EIS. The public scoping period for this project was from November 12, 2003 to December 15, 2003.  A public scoping meeting was held at Liberty Bell High School on November 24, 2003 from 5 to 7 pm.  Public comments were due no later than December 15, 2003.

Scoping comments submitted at the public scoping meeting, via e-mail, regular mail or fax all received equal consideration.

The public was specifically requested to provide input that would assist with the following tasks:

  •       Identify major issues to be analyzed in depth.

  •       Identify issues that have already been adequately addressed by a relevant previous environmental analysis.

  •       Identify potential environmental effects of the alternatives identified to date (as described in this scoping notice).

  •       Identify potential alternatives that meet the Purpose and Need of the project.

As part of the scoping process, advertisements were placed in four local newspapers.  In addition, a detailed public scoping package was mailed to potentially affected landowners, people who commented on the Twisp/Pateros Transmission Line and Substation Project Expanded SEPA Checklist, local public officials and the Forest Service’s existing public involvement mailing list.  Approximately 1,000 copies of the scoping package were mailed on November 10, 2003, with a correction notice mailed on November 19, 2003.
